Some countries require operators to verify that a caller is genuinely entitled to use the phone number they present as caller line identification (CLI). To meet these rules, CM.com applies Right of Use.
Before a call is routed to a destination that requires it, the CLI you send must be verified as yours. Numbers you host at CM.com are authorized automatically. For a number you obtained elsewhere and want to present as CLI, you register that number and upload proof that you are entitled to use it. Once approved, the number is added to your authorized numbers and calls presenting it are allowed.
You manage Right of Use in the Voice Management app, under Numbers → Authorized numbers.
Where Right of Use applies
Right of Use is applied per destination. It currently applies to Belgium (+32) for domestic calls. Other countries are expected to introduce comparable requirements, and CM.com may extend Right of Use to those destinations. The current list of destinations that require Right of Use is shown in the Voice Management app.
Calls to destinations that do not require Right of Use are unaffected.
Which numbers need to be authorized
|
Where the number comes from |
Right of Use |
What you need to do |
|
A number you purchased or ported to CM.com, assigned to your Voice account |
Authorized automatically |
Nothing. The number is already proven to be yours. |
|
A number you obtained elsewhere and want to use as CLI |
Must be verified |
Submit a Right of Use request and upload proof. |
|
A number that does not belong to your company |
Not permitted |
Do not present it as CLI. |
If a CLI is neither hosted at CM.com under your Voice account nor covered by an approved Right of Use request, calls to a destination that requires Right of Use are rejected with 403 Forbidden and are not routed.
Proof you need to provide
Right of Use is proven with documents. Gather these before you start a request — the app asks for them during the request flow.

Document |
When it is needed |
What it should show |
|
Proof of purchase or invoice |
Always |
A document from the provider you obtained the number from, showing the number is registered to your company. |
|
Letter of Authorization (LoA) |
When the number is used on behalf of another party, or was obtained through a third party |
A signed statement from the number holder authorizing your company to present the number as CLI. |
The exact set of documents can differ per destination. The Voice Management app shows which documents are requested for your request. You may add additional supporting documents if you think they strengthen your case.

-
Click the + button to start a new request.
-
Enter the contact details of the representative responsible for the number: name, email address and telephone number. Status updates are sent to this email address.
-

You can also save a request without uploading documents. The request is then stored as Incomplete and is not reviewed until you add the documents.
Request statuses
|
Status |
What it means |
|
Incomplete |
The request was created without documents. It is not reviewed until at least one document is uploaded. |
|
Pending |
The request has been submitted and is waiting for review by CM.com. |
|
Approved |
Right of Use is verified. Every number in the request may be used as CLI towards destinations that require Right of Use. |
|
Rejected |
The request was not accepted. The reason is shown on the request. You can correct the issue and submit a new request. |
Each uploaded document also has its own status. A document can be approved, rejected with a reason, or marked as replaced when you upload a newer version before it was reviewed. A request can only be approved once all of its documents are approved.
Managing an existing request
-
Representative details can be edited at any time, including after approval.
-
Rejected or missing documents can be replaced. Uploading a new document sets the request back to Pending for review.
-
Approved requests are locked: the documents can no longer be edited.
-
Releasing a number. If you no longer use a number as CLI, you can release your Right of Use claim on it. After release, calls presenting that number towards destinations that require Right of Use are no longer allowed.
