How to create a template
At the moment it is not possible to save your page as a template in Pages. The solution is to create a page and duplicate it.
Step 1 . design your template
Create a new page and style it with your colors and elements.
Step 2. duplicate the page when using the template
In the right top corner you will find the 3 dots. Click on the 3 dots to duplicate your page.
